United Way of Pasco County Announces 2025–2026 Board of Directors: Kevin Shibley, Chief of Staff for Pasco County Schools, named Board Chair

August 12th, 2025, LAND O’ LAKES, FL- United Way of Pasco County is proud to announce the 2025–2026 Board of Directors, following its annual meeting held in June. The nonprofit, which serves over 50,000 residents annually through direct services and support for more than 50 local nonprofits, is thrilled to welcome new leadership and board members as it continues to grow its impact countywide.
Kevin Shibley, Chief of Staff for Pasco County Schools, has been named the new Board Chair. Mr. Shibley brings nearly two decades of leadership in public education and operations management. As a highly organized, strategic executive with deep expertise in labor relations, budgeting, and employee development, he has been instrumental in deepening the partnership between Pasco County Schools and United Way. That collaboration has raised nearly $30,000 annually and continues to expand. This year, United Way will present at faculty meetings across all 80+ district schools.
“I’m honored to serve as Board Chair and continue building on the vital connection between our schools and United Way,” said Shibley. “Every child and family in Pasco deserves access to resources that foster stability, health, and hope. We’re going to do everything we can to make that happen.”
Michael Aitken (Publix Supermarkets) will now serve as Immediate Past Chair, and Stephen Williams (Williams, Ristoff & Proper, PLC) has been elected Vice Chair. Jacques Hakim (Classic Crates LLC) will serve as Finance Chair, Theodore Bilirakis (Wood, Smith, Henning, & Berman) as Secretary, Angela Gardner (Bank of Tampa) will continue as Allocations Chair, and Mike Wells (Pasco County Property Appraiser) will continue as Campaign Chair.
United Way also warmly welcomes two new Board Members:
John McCarty, District Manager at Withlacoochee River Electric Cooperative, known for his leadership in community development and for mobilizing Withlacoochee linemen to bring power to rural areas and support events like United Way’s Pull for Pasco Clay Shoot.
Casey Cane, Manager of Construction and Real Estate Development at Moffitt Cancer Center, who is overseeing the launch of the 775-acre SPEROS campus in Pasco County—a revolutionary site for cancer treatment, research, and job creation.
